i've created a plugin that is declaring a tool,
OpenClaw loads plugin, but /tools/invoke returns "Tool not available" — /tools/effective shows only the core group, no plugin tools at all
plugin is enabled
what strange is this prints in logs: tools.allow allowlist contains unknown entries: mypluginname
lost 5hrs on troubleshooting T_T
