Short summary:
OpenClaw 2026.4.25 appears to synchronously stage bundled runtime deps for bundled plugins that are not actively configured/enabled. This can block Gateway/CLI/status/tool calls for minutes per plugin and cause Gateway timeouts / huge latency.
Please avoid manual npm install in ~/.openclaw/plugin-runtime-deps.
