#API rate limit reached messages

Getting repeated "⚠️ API rate limit reached" system messages in Telegram even with Anthropic credit available. Balance shows $ credit. Messages seem to fire from OpenClaw itself, not the agent. Running v2026.4.15. Anyone seen this?
