#Bug Report: Recurring Pop-up Loop After Gateway Restart

Issue:
When the gateway crashes and is manually restarted via #openlaw gateway start, the gateway becomes accessible again, but a persistent pop-up window appears every 15 seconds indefinitely.

Critical Usability Impact: Each time the window pops up, it steals focus from the active application. If you are typing in a document or on a webpage, you are interrupted and forced to re-click the text field to continue typing.

Steps to Reproduce:

Encounter a gateway crash.

Restart the gateway using the command: #openlaw gateway start.

Observe the recurring pop-up window every 15 seconds and the subsequent loss of focus on other active windows.

Current Workaround:
The loop only stops after a full PC restart. However, if the gateway crashes again and is restarted, the loop returns.

Additional Information:

Frequency: Every 15 seconds.

Persistent: Continues even if the gateway is functioning, until a system reboot.

Logs/Screenshots: I have a screenshot of the error window showing the specific message/title available upon request.
