My claw agent is too chatty

It is in the group and does not have requirement to answer when only mentioned. It's there to monitor and jump in when his help is needed. But even if two people starts talking about some unrelated topic, it joins the thread and starts replying and chatting about things.

How to tell him to only contribute when there is something meaningul instead of reciting "the person a and b seem to be talking about some topic X"
