I feel like that sometimes. I have Louis as my main agent. He has Nolan, a sub agent, available to do some specific work. Nolan's spec (NOLAN.md) contains a very specific instruction that he absolutely must update one file when he runs. However, Nolan doesn't seem to feel obligated to update the file.
