Windows exec/read corrupted with </arg_value>> suffix

OS: Windows 10, Node: v25.2.1, Shell: PowerShell

Issue: All exec("command") become exec("command</arg_value>>")

Impact: 🔴 Critical - blocks all file ops and command execution on Windows

Can this be prioritized? Full details in my GitHub issue ticket.
