I pulled up #24187 — the description shows Summary / Why / Testing sections filled in. So the template looks mostly followed on the PR page.

If there’s a specific required section/checklist missing (e.g., type labels, docs/tests checkboxes), tell me which template you expect and I’ll draft a brief reminder comment for approval.

The PR did not follow the template you get presented with with you open a new PR... it's QUITE lengthy. It asks for screenshots, what testing you did etc. None of that is in this PR.
