Message from the Item Team

After many discussions amongst ourselves and community members, we have decided to go ahead and begin implementing changes regarding the state of endgame class building, starting with mythics. We know many of you have wondered about our thoughts on these trends (notably DPS), and we want to make our opinion on it clear:

We, and other CT teams (ability team, raid/mob makers, etc.), believe that better examples of balance lie on the lower end of current power spectrum. While we have discussed bringing the power level of less strong weapons (across tiers, not just mythics) up, we do not want to create further power separation between weapon tiers, so in this patch, we are rebalancing mythics that are on far ends of our target according to our internal tools. Most other weapons already fit our target given the recent reworks, though we will be monitoring regardless.
This vision also reflects our important viewpoint of wanting to enhance skill expression. An issue currently is that higher powered items have gotten to the point to where doing more damage results in faster, and thus safer, fights. An alternative to this, increasing boss power, would result in boss fights being too difficult for the average player. Rebalances to mythics are posted in the first changelog below to be released this Friday.

Additionally, for our long-term goals around this to be effective, we decided that we must impact crafted items as well. Their power has not been kept in check, and while we do want them to remain powerful options on a relative basis, many recipes simply create too much of a divide.
That said, we do not want to release ingredient changes until next update cycle to get feedback from everyone first, and therefore the posted changelog is not final. We of course tried to avoid breaking any recipes. Please see our tentative changelog for ingredients below.
As an extra side-note for accessories, we do want to patch up many of the non-crafted options, but this might take longer given scale and is something we will do over time like the revamp updates!

Completely separately, and not to be overshadowed, this patch also includes two additional sets of changes: a round of item revamps (merchant items), and a global poison buff across the entire game!
