During a game there was a moment where everyone was getting high FPS and ping that lasted about 10 seconds.

Ping and FPS are related to eachother if you have a shitty ping the game has to go back in time a lot which costs more processing power and other way around if your FPS is bad the ping will be slightly higher because it has to wait longer before it can process the network packets.
If it happens to everyone it can either be garbage collection or a spike in network traffic of some sorts.
Servers are actively monitored with metrics and alerts so if there's some issue on the server I will be notified and I didn't see anything wrong so reports like this I can't really do anything with it.
