I agree. The mouse wheel should be initially bound to either elements or load outs, and there should be a way to change which one

Mouse wheel mapping is actually a very powerful tool if used properly, like you could map loadout A to mouse wheel up and loadout B to mouse wheel down, I've done mappings like this is Doom Eternal and it works surprisingly well

well, there are ways to get more than two loadouts
