Probably because F1's gotten way more popular in the U.S lately and ESPN wants to ride that wave.
They're the official broadcaster here so having a YouTube channel helps them reach more fans especially people who don't watch cable.
Plus,it gives them a way to post highlights, interviews, and promote their coverage.
