I thought it was that a driver had to use two tire compounds in a dry race, not some pit stop requirement

In a 2 stop race drivers which didnt alr pit would again have an advantage

For the record: with this rule, there would be one exception and that is if during the red flag, the conditions change from dry to wet or vice versa

Even then, if a race does end up raining, the mandatory stop rule does not apply anyways

Maybe if they were required to use the same compound too
