Thing is, even if they had mad drainage, that amount of water would still likely pose a problem. Deserts aren't good at absorbing water. There's no where for it to go. So, much rain at all tends to be a large issue in those regions pretty quickly. Unless you go so far as to build an entire underground storage and transmission system for the water. But, Vegas proves that even going so far as to do that only works for a short while
