tested on a few charms, but the cooldown doesn't seem to be working at all. i was able to generate several rune circles at a time with no cooldown between it.

seems it happens on even more, creating a unique scenario where they're broken beyond belief(though i odn't mind the gaia one being no cd, there's like 10 more powerful versions of it with other mods)
you might either have to fix it or pick winners and losers on this one

Do you have something that makes you immune to debuffs? Iirc a lot of terramity gear uses a debuff effect for cooldowns
