Third Party can't add radio frequency onto comms tower

RRT called in by govfor. no comms for some reason, idea: maybe frequency isnt on it. we wanna use cool tacticool :q TWE SOF comms
go to comms tower, fix it, tuner, add to faction freq, silence
i SUSPECT this bug is caused by either TWE SOF not being marked as govfor frequency or somehow due to our default frequency being CMB.

No third oarty should rver be set to govfor/opfor @dapper gale

Because if rmc are on opfor it causes a huge issue
