I think Alpha is in the wrong spot on your map.

Based on the given information Alpha has 2 possible locations. It is the closer intersection from Spotter#1 not the further one.
Thus Target#1 doesn't violate the given command

I do have a gripe with the current implementation with given ranges due to them giving 2 possible locations if the reference point is outside the given range.
To solve these miscommunications a specification on Close or Far would be good, but i cant imagine coding such a failsafe.
