Information: Windows 10 Pro PC, 4k 120hz monitors, 16GB ram, Intel Core i5-9400F, Nvidia RTX 3060 (12GB)

Detailed description: When picking up angle cards from the map to return them to the clip board, they appear stuck behind the clipboard untill released. Once released, they pop to the front of the clipboard

Impact: Minor impact

Reproducible: Yes

Steps to reproduce:
-Place angle card onto map
-Pick up card while not in the dedicated map view
-Hold tab to bring up the clipboard (at this point the card will be hidden behind the board even when dragging it off the map and onto the clipboard)
-If you release the card in a position where it is behind the clipboard, it will pop to the front.

Information: Ryzen 7 5800X 3.8 GHz, RTX 3070 8 GB VRAM, 16 GB RAM, Windows 10, 2560x1440, 100-110 fps.

Description: Similar to above. I found the issue was worse if I pressed TAB after picking up the card, not as bad if I pressed TAB first and picked up the card after.

A similar issue also occurs in the opposite direction, cards moved from the clipboard to the table often appear in unexpected places. Sometimes cards will be moved to the bottom of the map and will be rendered underneath it, so only their bottom edge is visible until they are picked up.

Impact: Moderate. Felt like I spent a lot of time wrestling with the cards, tracking down where they had landed, etc.
