I'm reminded of a two point arm problem - but it's closer to three. Double check your Alpha, and check FDC 2. If either of those two are off, FDC 3 will be way off.
Best way to verify a bug versus user error would be to lob a STAR at the closest point you can get, and see if it shows a correction.

when i shot a star shell on the bottom of the map it said to go down more into the edge

That would be a bug, then. Target out of bounds. Could still probably make the calculation to get distance/bearing, but wouldn't get feedback on the shot (other than a hit stopping the clock.)
