Yes but only 2 c4's per penguin, at 2 c4's the run speed becomes 20% while having 1 c4 per penguin has a better rate of 50%, so it makes more sense to strap a c4 on 2 penguins rather than 1 penguin and 2 c4's

There's a way to make them faster if you strap 2 penguins to 1 c4 you can have 250% run speed which give you the best bang for your buck, that's the method I personally use.

So 1. make them a specialist weapon/part of a specialist kit or special gadget, 2 make them go through the steps of using it/setting it up IRL(basically how it works IRL is the missile itself has an "eye" or seeker eye that search's for a heat signature and to prepare the launcher, not only do you have to insert a battery cylinder, you also have to flip open the launcher, then turn it on and engage the IFF atena

As to make the gadget interesting instead of just being a single stinger or only have 1 fire mode, you can have different fire modes/configs, so you can have the lock on fire and forget, the hold lock until impact and the AA mine basically from BF4 that and maybe make each salvo hold 2 missiles(so like a double barrel version of the launcher), but the downside is that this specialist can't equip another launcher.
