The server instance I was in a few minutes ago when it was shit is different than the one I'm in now and it's a different instance. If that is what the the instance is indicating

I guess it could. I bounce between NA east and west servers all the time. When I'm in east, the ping is around 60ms but when on west it's closer to 100ms. I can't recall for sure if get more lag spikes on the west server though.

getting a 7950x is mostly for the cores, which you will not be seeing a core limiation for games with that for the longest time, but core performance will definitely increase
