What would I do to the NTW? I would change what the utility weapon category means. It might be a category where you trade it instead of a gadget, or maybe secondary weapon, but really, more would need to change. Likewise I would lower it's infantry body damage, but increase it's damage against vehicle crit areas, to reward aiming even at a vehicle (which I think is how it works anyway...mostly)
