The capacitors aren't bad per se but they don't provide clean enough power to the demanding power draw of the RTX 3080 so Nvidia isn't really at fault except for the fact they held board partners from accessing drivers until just a couple weeks before launch so the partner companies didn't have a lot of time to test stability

the 570 is aprox 15% slower than the 590 afaik
