your cpu was pretty good when it came out but it's ancient level now. Your 750ti is respectively better than your cpu afaik, so if you cannot reach 60fps itll be because of a bottleneck caused by your cpu

the 750ti with a capable enough cpu will run bf4 on medium settings at more than 60fps and even maybe high settings

i am not familiar with your cpu so it's hard to tell

i am at work so i dont have much time but i found a bf3 game running on a q9400 and 1050ti (this gpu is around 45% stronger than the 750ti iirc) on medium settings and the game runns at around 50-70fps

bf4 is almost as demanding as bf3 so i think it's a close reference

i am sure the q9400 isn't capable of using the 1050ti in that video

if it did, the game would reach 100fps approx with that configuration

getting a 750ti isn't a bad idea to combine it with a q9400 (if you can find it real cheap that is) because even though it's an old gpu, it would be kinda on pair with your cpu to some degree, but if you want to invest your money more wisely you will buy a new pc entirely

i take you dont care too much about ludicrous resolutions and frame rates so for you i would recommend i3 9100f, 16gb ram and a 1650 super

thatd be a very cheap pc that will be able to run anything modern at a very playable level and would also be a very low consumption pc as well so you wont need a very powerful power supply, only some 500w decent brand and youll be ready to go

can cut it to 8gbs if you want, it will be almost as good (as long as it's dual channeled)

and can add more ram later in the future when you feel you need it

if you want steady 60fps on bf4, i fear you might have struggle reaching that level of performance on a q9400+750ti

i am assuming it would drop to 50fps or 45fps under stress

if you want to invest the minimum money possible and all you want to play is bf4 on low settings and steady 60fps and literally nothing else then i'd recommend getting at least i3 6100 or superior, 4x4gb ram and a 750ti

Hey Ice as I was saying earlier they can degrade depending on the material the coil is made of like aluminum is notoriously bad and degrade very fast this is why a cheap 1000 watt PSU degrades to 600 watt in only a few months operatuion. Whereas a expensive 100% copper 650 watt "true power" has almost zero degradability. You can also buy hybrid units with copper/aluminum coils for compromized prices....And yeah PSUs are very mysterious but once you break it down and buy quality you're good to go. I have Corsair "true power" 750 watt unit that still pulls it's true rated wattage. And I've had in almost daily use the the past three years.
