So Intel wants more functions to go to the motherboard, which they have a big hand in. This will increase the cost of motherboards and their profit margin. Since they're forcing people to replace motherboards every time they want a new CPU, this means a big gain for Intel. Not to mention that this adds yet another point of failure to motherboards, thus increasing the chance of having to replace a motherboard, rather than replacing a psu.
All in all, Intel is trying to get themselves a larger piece of the pie. Simplifying a simple device while further complicating a very complex one is idiotic.
TL:DR: It will make PSUs cheaper, smaller and more reliable, perhaps even more efficient. It will do the opposite for motherboards though.
