What your seeing is the gap pad filler seeping out of the thermal pad. It is not conductive or corrosive. The silicone is used to aid thermal conductivity and keep the component cool, also it prevents stress on the component by keeping the pad pliable. After years of use it will stop leaking and the ability to cool the component will not be as good as it was when it was new, and they should be replaced.

Manually setting the all-core clock speed to 4 GHz and setting the voltage to 1.25v or under will lower temperatures a lot without losing performance

its not supposed to push all cores to the limits all the time

The room ambient temperature affects the performance of your computer. Take my old bedroom for example, my room temperature was around 39C (102F) in the mid day, with a 620W PSU on, was enough to get 10 to 20 FPS drop using a stock cooler on Intel CPU back then.

The aircon broke (it broke down again, right now, once again, thanks to a gecko which sneaked into the aircon unit and mess up the parts)
Solution:
1.
I bought an aftermarket cpu cooler and a new case with 5 preinstalled case fans, I thought it will help to decrease the ambient temp a bit, but no, the answer is it didn't help at all. In fact, it helps to reduce the chance of the FPS drop (temp towards to the T junction max temp will decrease the performance)
I was playing the division back then with the OG setup in summer time. The game dropped to 1 FPS and almost blow up my old non-80+ PSU. (You know most of the electronic products have a warning sign saying "you shouldn't use that it >40C temp"? That was one of the safety reasons encouraged by the manufacturers)
- I moved out. I moved to the capital city from the rainforest.
Bottom line:
I decided not to play PC games during daytime (especially during heatwave)

The MB I'm getting has 2 usb 3.1 gen 2, and 2 usb 2.0, the rtx 2080 will have two DP and the MB will have one as well. For the VR set-up it requires 4 usb2.0, one usb 3.0, and two displayport.
So the 3,0 will be used, one for external storage, one for the headset. Then two usb 2.0 for my keyboard and mouse, and then 2 for these hub things the vr uses
