intel has had 10nm and 7nm process going parallel, the rumors are that they will dump the 10nm and go with the 7nm
So they'll take another 5 years for 7nm and keep us on 14nm for another 7 years 
well, intel is a business, and the business is to make profit, if they can keep selling performance increments based on old 14nm, then why not do it, as long as there is no competition...
and if they will get competition on the top tier stuff, they will most likely be prepared, it is highly unlikely that amd has something prepared that intel does not. its like playing poker, you hide your hand until your oppponent makes a move and then you base your actions based on their out played hand

They've always about a decade ahead of AMD tbh, but not all of what they create makes it into the consumer's hands, and that's where AMD does it's work because it doesn't have the deep developmental connections Intel does with mainly the scientific and defense communities. So when Intel pushes a new line, AMD is always in catch-up, eventually surpassing Intel in that space... but then Intel pushes the next line, and the cycle restarts itself--it's been that way from the start.
Intel has much more money to put into R&D than AMD, Nvidia does too in the GPU department
it wouldn't be hard for AMD to become the leader in the low and mid-range market which is what makes up 90% of the PC gaming community

timings have to be set to 20-20-20-45 for it to even boot
