input lag in this context would most likely be caused by dropped frames since they couldn't be shown in time, which should only occur if a) your frame rate is significantly lower than the refresh rate and b) the refresh rate is relatively low too
wouldn't worry about that if you're stable at 60hz/fps or higher

It depends on the map, but I'd say I'm averaging 90-110FPS in foliage-heavy maps, 120-144FPS (I have framecap turned on to 144) on desert maps

if you're missing a few frames due to vsync fps might drop to maybe 85

60 hz, so screen refreshes every ~17ms
if one frame to render takes you 20ms, you'd still run at 50fps
but if half of those frames miss the vsync, they'd be discarded, cutting you down to 25fps instead

what you're talking about is the Compositor in Windows artifically dropping frame rate limits to 60, 30, 15 etc.
but that only happens in windowed mode and I even think it will happen with vsync off (you just can't measure it then)

if you're getting over 120fps you shouldnt really be noticing any tearing

what you want with limiting frame rate, is that there is no fluctuation in the frames shown, in cases your aim needs to be precise, you dont want to be affected sometimes getting 60 frames and sometimes 144
