I am fine in other games BF1, BF4, Tomb Raider, Rainbow Six, etc.

All performing as well as they should be on maxed settings. At this point it has to do with something in the game and the only thing I can possibly think of is the settings are not saving properly or vsync never actually turns off.

I know Westie said in one of his videos there were rumours that the video settings were actually saving but those werent confirmed as far as i know

@prime jasper I don't know if it was just me, but I have a 4460 with 970 and I had a lot of problems. I ran it on lowest settings possible and my GPU load couldn't go further than 70% or so. Probably bottlenecked by my CPU which was at 100% constantly.

Since you're on 4k, do monitor your VRAM usage aswell. As u have an 1070, keep it below 7.5gb. Otherwise the game either crashes or windows starts borrowing RAM from sys ram and you're gonna have a bad time :(
