Rx 580 is probably a bit higher on consumption yeah. 1060 6GB is the better pick.
You can only SLI or Crossfire the same two graphics cards and not many games support it
For this tier of performance, 600-650w is more than enough.

There's just not enough data out yet about the game to really know for sure :/ i know that in the beta, Ryzen was actually doing fairly poorly - even their best ones, because of a lack of optimization. It'd be nice to see some benchmarks of CPUs to see where an average Ryzen 1600 fits

Based on this, yup. Dual Channel + Higher Speed = possibly 10 or more frames

I think one thing to remember is that at 1080p your CPU is more influential so that does make sense to give it the extra ram speed
