ok. so current version, lets you stay in the same server forever. thhe next map just shuffles the teams in between rounds. the new teambalancer does something completely different. instead of keeping allt he players in the same server, it shuffles out the squads that are not suited for its server due skill imbalance to a completely different server. what you get is the server you then join after a round might be on a completely different map in the order. so if the rotation was ug/wakey/rotjeknor/deva and you were playing on deva, you'd be playing ug next in the current one. in the new one you could end up in rotjeknor or even deva again.
