In a lot of games its even allowed

In others it'll simply say you need to repair your game

He has his textures set to ultra and probably doesn't realize that if he set them to zero he's probably get the results he's looking for

the draw distances are limited in the retail game but via the developers code they are unlimited. Accessing or cracking devcode is your basic hack script.
