So... I found out how I can get a kill with the Sniper Decoy, it's really hard but, hit them with a bolt action, then a shot with a Non-Revolver or Welrod sidearm, get him to chase you while low on health and in the middle of a chase, place that Sniper Decoy and hope to God he falls for it
