It's the opposite of what Bf1 had on launch and it was abused till they aligned it
In bf 1 you could park a tank in front of a wall and in first person it would be pointing at the wall but when you switched to third person it was shooting from the perspective of that camera so you could shoot just slightly above the x wall then they aligned it at some point with the patch
Here they didn't so when you aim in third person at somebody's head you actually land shots probably at his feet

Tiger's APCR rounds are better suited for long range sniping while the HEAT is just brute force damage up close
APCR is also heavily angle dependent
HEAT I think can one shot medium tanks from 100 from the rear but the reload is much slower
