i'd say it's more fo a dev issue than game issue. we know how ww2 went, we have a clear timeline of stuff we could expect. the problem is that everytime they botched something up, they didn't improve on the mistakes and made them again. the tow rewards etc only really solved itself near pacific. when it was already too late.
