I think that has more to do with server limits. see in 2009 when Project reality was gaining a bigger playerbase, frostbite had just been launched and one of frostbite's limitations was a reliance of a higher tier tech, BFBC2 was the only frostbite game on PC that allowed 32 bit users to play, and at the time 32 players was the max a server could handle. BF2's engine with the same hardware could handle 128 players and on 64 bit servers eventually could handle 256 players

so any 128 player server would require another tier of server performance above what BFV already has

there is another aspect to this, budget

those numbers are completely arbitrary, just thumb sucked them for purposes of illustrating a point
