The germans are still capturing most of europe in this time. That's all 1940 - 1941. Then Japanese hit usa in pearl harbor and thus dice added japanese vs usa. It wouldn't make sense to add usa vs germany as that's way further in the timeline. Where the germans occupied europe from a while by then.
