Hello David.
There's currently a bug in the game that is creating very intense flashing lights during the killcam and respawn menu. This is obviously very dangerous for epilesic individuals, and while I do not suffer from it at all, I have to say that I intentionally exposed myself to it for a relatively short period of time and it undeniably was affecting me.
I believe this kind of problem needs a very rapid action on it, and I would reccomend that you just watched the video made by the guy that made me realize the size of the issue.

@dense bone yes. It's shortening the BTK of the weapons that found their relative performance changed with TTK 5.2, but it's not rebalancing because they don't intendn to change the original balance. They intend to get it back to their original positionings.
