it doesn't really matter, only the end result matters if you're proposing a ping limit. whether that's intra-region or region hopping, or you being within your own region technically but at the very edge of it. If you implement a ping limit you're putting a lot of onus on the game maker to provide a decent enough spread of servers so that everyone has a decent connection, but without dilution the player pool so everyone still has people to shoot at. Yeah it would be best if people didn't jump onto other regions, honestly I don't know why they do whenever I've ended up on a US server I've noticed immediately and left because the game feels shit.
