Yesterday i did steal the squad leader spot because he had 14k points (so two smoke barrages worth) and he didnt use them, so when i finally got the leader position i only had time to use one as when the smoke barrage was done there was only 8 seconds left of the round and the barrage had a 45 seconds left on the cooldown, next round he was requesting order even tough we already had orders, but thanks to me we managed to use 4 smoke barrages on that round.
