Quick specs: Ryzen 2700X@4.2Ghz, 16Gb 3400Mhz, 1080Ti@2025Mhz - 1080p@144Hz.
Yesterday while playing Breakthrough I noticed a lot of stuttering so I fired up RivaTuner. I could see my FPS fluctuate between 64-122 all the time (depending on the amount of smoke on screen).
My CPU was hammered with 68-87% usage, but the GPU NEVER reached above 64% utilization...
CPU max temp was 59c and GPU never even reached above 56c either.
I felt like something bottlenecked hard, but neither GPU or CPU peaked and thermals were perfectly fine. This happened on all maps and modes tested.
Increasing the resolution scale to 125% actually gave me more FPS (and more stable) as well as increased the GPU usage to around 68-72% at least.

I really don't know. It helped me to maintain 60 fps in the open beta. I guess the only thing you can do is trying different stuff or waiting for the patch if it's a bug.
