one thing that tiger 'outstands' of many heavy tank is accuracy of the gun, not the thick armour or big gun.

Soviet army(Red army)wanted their heavy tank to just deal with enemy hard point and just push further, so they didn't care the long-range capability. they didn't even care much about 1v1 tank battle since that would not happen at all. they wanted the breakthrough tank, they made breakthrough tank and the tank can break through. just many tank, give a big fuckoff gun. since in breakthrough enemy line you'll be facing a lot of fortified positions than enemy tanks.
