The way I think of how the incendiary grenade works is that there is an in initial ‘splash’ of the flammable liquid, followed by a fire. If you hit someone with the splash, you defo get damage on them; if they pause in the fire, you get some damage; if they go through the fire quick enough, you don’t get any.
