"Some values tied to gameplay tuning were hardcoded. They added the ability to change them in the future without patching by making them configurable on the backend.
This change did not work so they delayed the patch. They didn't want to ship it with new hardcoded values and no ability to reset the values if they screwed something up.
Basically, they added a safety switch but the switch doesnt work
