The Pz. 38(t) is a better general-purpose pick. It's fast, and either going AC or cannon on it is viable and gives good utility in addition to firepower. Pz. IV w/KwK 40 is just as viable as an AT pick, and much faster, which means getting to ammo resupply isn't nearly as much of a pain, plus you can keep up with your infantry rotation better.

The Panther was a maintenance nightmare, had a good gun, excellent frontal armor, terrible ergonomics, and ate its own final drive when neutral steering.
Not one of them was actually a good tank.

The Pz. III and IV were at least somewhat reasonable for what their drivetrain could handle, at least until the late war where they added loads of extra mass to a tank that was right on the verge of its suspension limits already.
