I have submitted many links of cheaters and nothing happens. They don't get banned and are still playing months later. I go a spectate them like you are supposed to and record it and add it in my "manual" report which is automatiically scanned by EA and no person actually watches the footage any dev who look at the video would know that the player is cheating.
