I have an i5-3470 and a GTX 960 (2GB), and playing on High graphics locking onto 60fps.

Turn v-sync on.
For smooth turns and movement turn on motion blur 100%
Enable DX12 (if you have Win10)

Use 50% resolution scale,
and 100% UI Scale Factor
