they were using VPN to connect to either europe or america

I don't agree with calling 2042 a hero shooter though, when I think of hero shooters I think of R6 or Overwatch, every character/operator had one weapon, 2 abilities, 1 ultimate(or 2 weapons, 2 grenades, 1 ability in the case of R6). In 2042 you can use all the weapons, gadgets and grenades for that class. Every operator is basically 1 unique gadget and 1 passive ability in 2042.
