on maps like manhatten its almost impossible to mortar as attacker in the first zone. and on some maps its the other way around

mortars can easily be countered by a well placed rpg shot if possible or a drone or just flanking

you cannot flank hq, you cannot drone hq and often you cant get a rpg there either

Your safe zone on the second stage of blackwell doesn't let you place a mortar untill you're on the other side of the hill. You're in view of the entire enemy team unless you push.
This isnt a "take." its the layout of the map.
