everything youre showing in the picture seems to be working
you are probably concerned about the inserters not inputting 100 coal
this is normal and good, they behave like this on all machines

thats the problem, they dont insert nothing.

the boilers are already working in the picture, the inserters dont have a reason to insert anything
take all the items out of the boiler, and the inserter will start putting new ones in
